New levy on private overnight stays
City tax in Berlin: five percent overnight stay levy since January 2014
Since January 1, 2014, Berlin has levied a city tax of 5% on private overnight stays. The tax applies equally to hotels, guesthouses and vacation rentals.

Berlin has been charging an overnight stay tax since the start of the year. Private visitors pay five percent on the net room rate, regardless of whether they stay in a hotel, a guesthouse or a vacation rental. The Senate expects annual revenues of around 25 million euros.
What is taxed and what is not?
Only the net room rate excluding VAT is subject to the tax. Additional services such as breakfast, the minibar or spa facilities are excluded. Hotels and landlords therefore need to itemize their invoices clearly.
Two exceptions apply: business travelers are exempt but must provide proof that their stay is work-related. The Senate Finance Administration provides the relevant forms. Stays exceeding 21 consecutive days are also exempt, though only from the 22nd day onward.
Berlin follows other German cities
Hamburg, Cologne and Weimar already charge similar levies. Berlin is joining the trend. The revenue is earmarked for cultural and tourism projects. Analysts are watching whether the tax affects booking numbers, particularly among hostels and budget hotels, where guests tend to be more price-sensitive.
Impact on hotel owners
For owners and operators of hotels in tourism-heavy boroughs like Mitte, the city tax adds administrative work. The levy must be calculated correctly, listed on invoices and remitted to the tax office. Some operators may adjust their pricing strategies to stay competitive.
Vacation rentals affected too
The city tax also applies to apartments rented out to tourists on a short-term basis. For these owners, a new tax obligation arises: all bookings must be documented and the tax paid on time. How effectively this will be enforced in the decentralized vacation rental market is unclear. Anyone buying or operating a property for short-term rental now needs to factor the city tax into their return calculations.
