Citizen guidelines for Berlin's centre: parliament opts for green over commerce
Berlin's House of Representatives adopted citizen guidelines for the area between the TV Tower and the Spree. The outcome: less commerce, more green space, traffic calming.

Cross-party parliamentary resolution
Berlin's House of Representatives (Abgeordnetenhaus) adopted the so-called citizen guidelines for the future of the historic centre between the TV Tower and the River Spree this week. The resolution passed with cross-party support, turning months of public debate ("Stadtdebatte Berliner Mitte") into the official framework for the Senate.
The guidelines are the result of a public participation process that collected proposals for redesigning the central open spaces, particularly around the Rathausforum and the Marx-Engels-Forum.
The ten key points
The central vision is a quieter, greener centre. The area is to serve as a place of recreation. Existing green space is to be maintained or improved, not reduced. A core principle: Berlin's centre is to remain a "fundamentally non-commercial place." Large scale commercial developments on the site are effectively ruled out. Additional goals include traffic calming, opening the Spree riverbank to the public, and strengthening the area as a space for culture and democracy.

What it means for owners and investors
For the borough of Mitte, the resolution has concrete implications. Commercial development projects directly on the site have become unlikely. At the same time, the quality of the surrounding area is set to improve. Properties in adjacent quarters, from the Nikolaiviertel to Alexanderplatz, benefit from an upgraded neighbourhood.
Traffic calming and better connectivity could further increase demand for apartments in these locations. Market data for Berlin-Mitte show that improvements to public space and existing property values are closely linked. Speculative short term projects in the core area become less likely, while sustainable concepts and existing stock gain.
